TP-Link T2600G-28TS SFP port shows UP but receives nothing over fibre to D-Link converters; firmware update fixed it
A T2600G-28TS (TL-SG3424) uplinked over fibre to another building using D-Link transceivers and media converters showed the SFP port UP and transmitting but never receiving packets. Restart, factory reset and other SFP ports were tried. Another user returned the switch after failing to link it to MikroTik gear.

Simplify the topology to two deices, set 1000 Mbps full duplex on both siides.
Upgrading the firmware (from build 20160923 to 20170928) gave a working fibre link, so the causse was a software defect.
