pfSense on an 82599 (X520 clone) cannot negotiate 2.5G with an SFP+ RJ45 module to a cable modem
A pfSense router on a Supermicro R210 II with an AOC-STGN-i2S (82599-based X520 clone) was connected throguh an FS.com SFP+-to-RJ45 module to a cable modem with a 2.5 Gbps port. No link negotiation happened; pfSense offered only auto and 10G speeds and never 2.5G. Hardware involved: Supermicro AOC-STGN-i2S (Intel 82599), Intel X550, FS.com SFP+ to RJ45 10GBASE-T.

The 82599 only supports 1G and 10G and SFP+ has no copper-style auto-negotiation; many RJ45 modules do not support NBASE-T, so force 1G, use an X550-class NIC, or add a cheap 2.5G PCIe card (RTL8125).
