No connectivity is established and the ports end up blocked by the switch's Link Flap Prevention feature. The same MikroTik modules work without problems in a Ubiquiti switch. Disabling 802.3 Energy Efficient Ethernet, Link Flap Prevention and Smartport did not help. The switches run firmware 3.4.0.17.

It sounds like an optic compatibility problem; Cisco generally does not support third-party optics.
Use Cisco SFP+ modules or a trusted third-party brand such as Finisar instead.
